Immigration Refugees and Citizenship Canada (IRCC) has recently announced its acceptance of language test results from four new tests for Student Direct Stream (SDS) applicants.

Effective from August 10, 2023, IRCC will start accepting test results from the following newly eligible tests: CELPIP General, CAEL, PTE Academic, and TOEFL iBT Test. It is important that all test results demonstrate abilities in speaking, listening, reading, and writing. For CAEL and Pearson PTE Academic, a minimum score of 60 is required.

For the Educational Testing Service (ETS) TOEFL iBT Test, a minimum score of 83 is necessary.

It is important to note that these tests must be taken in-person, as online or remotely proctored tests will not be accepted for SDS applicants.

The SDS program offers expedited processing of study permits specifically for students from certain countries. Eligible students must be legal residents of Antigua and Barbuda, Brazil, China, Colombia, Costa Rica, India, Morocco, Pakistan, Peru, Philippines, Senegal, Saint Vincent and the Grenadines, Trinidad and Tobago, or Vietnam.

Please be aware that the service standard for processing all study permit applications eligible for SDS is 20 days in Canada.

In the thirteenth Express Entry draw of 2023, Immigration Refugees and Citizenship Canada (IRCC) extended invitations to apply (ITAs) to 4,800 candidates in an all-program draw. To be eligible for consideration, candidates were required to have a minimum Comprehensive Ranking System (CRS) score of 488.

This draw marked the first all-program draw since April 26. In an all-program draw, candidates from all three programs managed under the Express Entry application management system - the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), or the Federal Skilled Trades Program (FSTP) - are considered for ITAs.

This all-program draw followed a previous draw on May 10, which was specific to the Provincial Nominee Program (PNP). In that draw, 589 candidates received ITAs. In a PNP-only draw, candidates are considered if they are in the Express Entry pool and have also been nominated by a Canadian province.

The recent draw signifies IRCC's commitment to inviting a diverse pool of candidates from various programs and pathways. By including candidates from different immigration programs, Canada aims to attract skilled individuals with diverse backgrounds and experiences to contribute to the country's economic growth and development.

On May 2nd, IRCC announced an update to the proof of funds required for Express Entry candidates, which became effective on April 25. The proof of funds required to settle in Canada is updated annually based on 50% of the low-income cut-off totals.

It is mandatory for Express Entry candidates to provide written proof of their funds upon receiving an invitation to apply (ITA). However, candidates applying under the Canadian Experience Class, those with valid job offers, and those authorized to work in Canada are exempt from this requirement.

The proof of funds must be shown through official letters from financial institutions and must include account details, balances, and transaction history. The funds must be legally accessible both at the time of application and when issued a permanent resident visa. Borrowed money or equity on real property cannot be used as proof of settlement funds.

Additionally, the funds must be sufficient to cover the costs of living for the candidate and their family, even if the family members are not immigrating to Canada. Joint accounts with spouses or partners can be used, and separate accounts may be considered if they can be accessed as needed.

PNP Draws April 20 - 30.

Alberta - conducted three draws under the Alberta Advantage Immigration Program (AAIP), with all candidates also being in the Express Entry pool.

The first draw occurred on April 20 and targeted 152 candidates who had a family connection in Alberta and a primary occupation in demand, with a minimum CRS score between 300-500.

On April 24, another draw was conducted, inviting 124 candidates with a job offer in the priority sector of construction in Alberta, with the lowest minimum CRS score of 301.

The third and final draw, on April 25, invited eight candidates through the Designated Healthcare Pathway under the Alberta job offer stream, with the lowest-scoring candidate having a CRS score of 316.

Alberta aims to invite up to 9,750 candidates via AAIP in 2023, with the Dedicated Healthcare Pathway being the stream that is expected to invite the highest number of Express Entry candidates in the province, with a projected 1,462 candidates.

British Columbia - In three targeted draws on April 25, a total of 168 candidates were invited.

To receive a provincial nomination from BC, candidates must meet the minimum cut-off scores under the Skills Immigration Registration System (SIRS), which operates similarly to the Express Entry Comprehensive Ranking System (CRS).

All candidates in this week's draws were in the Skilled Worker or International Graduate streams, including those in the Express Entry pool. The largest draw targeted 113 candidates with a minimum SIRS score of 90 and a tech occupation. The second draw invited 28 candidates in Childcare occupations, specifically Early Childhood Educators and Assistants (NOC 42202), with a minimum score of 60.

The third and final draw invited 27 candidates in healthcare occupations with minimum scores of 60.

Manitoba - In the latest draw of the Manitoba Provincial Nominee Program (MPNP), a total of 558 letters of advice to apply were issued to candidates in the Skilled Workers Overseas stream. Eligible candidates needed to have a minimum score of 616.

It's important to note that only candidates who indicated they are working in a regulated occupation and are fully licensed to work in Manitoba were selected in this draw.

Quebec - invited 1,020 candidates from the Quebec Skilled Worker Program to apply for permanent selection on April 20. All of these candidates had scores equal to or greater than 598 and also had valid job offers outside the territory of the Communauté métropolitaine de Montréal.

It is important to note that while Quebec has complete autonomy over its selection of economic immigrants, candidates who successfully obtain a Quebec Selection Certificate must still apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.

The Federal Government and The Public Service Alliance of Canada (PSAC) have reached a preliminary agreement after a strike that affected more than 155,000 public servants, including those employed at Immigration, Refugees and Citizenship Canada (IRCC).

The strike began on April 19 but PSAC has instructed its members to return to work from their next available shift, effective 9 AM Eastern Time today.

PSAC has reported that the tentative agreement includes increased salaries to bridge the inflation gap, enhanced language regarding working from home, and other favorable provisions for its members.

IRCC has not yet released a statement on how the end of the strike will affect the processing of immigration applications, given that the strike ended late last night. During the strike, IRCC warned of possible delays in areas such as application processing, citizenship ceremonies, contact via email or phone, and passport services.

Despite the strike, IRCC held its Express Entry draw last Wednesday, inviting an additional 3,500 candidates to apply for permanent residency. PSAC held strike votes across the country between February 22 and April 11, with unsuccessful negotiations leading to the strike as of 12:01 am on April 19.

IRCC has conducted its eleventh Express Entry draw in 2023, offering 3,500 invitations to apply (ITAs) to candidates who achieved a minimum Comprehensive Ranking System (CRS) score of 483. The draw was an all-program draw, including candidates from the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP). This follows the draw on April 12, which also issued 3,500 ITAs in an all-program draw, but with a higher minimum CRS score of 486.

The April 12 draw invited only half the number of candidates compared to the draws on March 15, March 23, and March 29, each of which invited 7,000 candidates over two weeks instead of the usual bi-weekly draws. Additionally, the April 12 draw raised the minimum CRS score from 481 to 486. The draw's size and higher CRS score align more closely with the draws observed in 2022 and early 2023.
