Had productive meetings this afternoon at the Sangguniang Bayan Session Hall with the following agenda: (1) constitution of the Panglao Inventory Committee; and (2) pre-Executive Legislative Agenda (ELA) concerns.

By virtue of Executive Order No. 10, series of 2022, the Panglao Inventory Committee was created to conduct an actual physical count of all existing property, plant and equipment owned by the Local Government of Panglao in accordance with Commission on Audit (COA) rules and guidelines.

If I recall correctly, the Panglao Inventory Committee under the present administration is the first of its kind as no Local Chief Executive in the history of Panglao governance has ever made an Executive Order to mandate the creation of an inventory committee.

Equipment dating back from the 1950s and unserviceable properties are still being carried in the records. We reviewed COA reports for the past ten years and discovered that this has been a recurring problem in the past decade.

Working towards acquiring a DILG Seal of Good Financial Housekeeping as well as a COA unqualified opinion, the Panglao Inventory Committee, together with the department heads and advisers, will work hand in hand in the next three months to ensure that a thorough cleansing of inventory records will be achieved.

Candidates for elective office who are considered dual citizens for being born to one Filipino parent and one foreign parent are not required to renounce their foreign citizenship and take an oath of allegiance to the Philippines to be eligible to run for office.

In a full court decision, the 15-member Supreme Court ruled that Filipinos born to one Filipino parent and one foreign parent are considered dual citizens by birth and not by naturalization, regardless of subsequent acts performed to confirm the foreign citizenship.
