AFFORDABLE FOR RENT IN QUEZON?

Quezon City is moving forward with new in-city rental housing projects for informal settler families living near waterways and danger zones.

Under new agreements with the Department of Human Settlements and Urban Development, medium-rise rental housing buildings are being planned in Sauyo and Bagong Silangan. These projects are expected to benefit around 2,900 individuals — with basic utilities like roads, power, drainage, and water distribution also part of the plan.

This matters because for many families, relocation is not just about changing addresses.

It can mean losing access to work, school, public transport, healthcare, and the community they depend on every day.

That is why in-city rental housing is a big shift.

Instead of treating renting as just a private-market option, government is now positioning rental housing as part of the national housing response under the Expanded 4PH Program.

Quezon City also already has Marilag Residences in UP Diliman, the first rental housing project under Expanded 4PH, expected to benefit at least 3,000 individuals.

But the bigger question is this:

Can in-city rental housing become a real solution for Metro Manila’s housing crisis — or will it stay as a small-scale pilot?

Because for renters, workers, students, and families trying to survive city life, the issue is no longer just “may bahay ba?”

CONDOS REMAIN VACANT, YET RENTS REMAIN EXPENSIVE 🤔

An interesting paradox is unfolding in Metro Manila's rental market. Residential vacancy rate is projected to peak at 25.6% by end-2026 which means roughly one in four condos is sitting empty. This record high is driven by massive mid-market oversupply and previous speculative investments.

The highest vacancy risks are localized in areas like the Bay Area (where vacancy can approach 60%), Pasig, Quezon City, and peripheral areas. Conversely, major CBDs like Makati, BGC, and Ortigas hold a very small fraction of this unsold inventory

Despite the glut, asking rents have largely refused to drop due to high landlord holding costs.

Traditionally, higher vacancy rates are expected to put downward pressure on prices. More available units usually mean more competition among landlords. Yet many renters continue to report difficulties finding affordable housing in key business districts and university areas.

This has sparked debate among property owners, renters, and industry observers alike.

Some argue that landlords are choosing to wait for higher-paying tenants rather than reduce rents. Others point to rising operating costs, association dues, taxes, and property maintenance expenses that make lower rents difficult to sustain.

Meanwhile, renters are left wondering why abundant supply isn't translating into more affordable options.

RENT INCREASE LIMIT FOR 2026 📈

The Department of Human Settlements and Urban Development (DHSUD) has announced a 2.3% cap on rent increases for covered residential rental units in 2026.

The measure is intended to help protect tenants from sudden and significant rent hikes while balancing the interests of property owners and landlords.

For renters, even a small difference in annual rent increases can have a meaningful impact on monthly budgets, especially at a time when food, transportation, utilities, and other living expenses continue to rise.
