Tuesday morning's traffic disaster at the viaduct of SRP tells us something about this Road Management Authority.
The 40-footer container van was stuck there at the viaduct at 1 o'clock before dawn. However, the RMA enforcers brought no wrecker or towing truck to remove the prime mover with a busted engine.
Even as early as 6 a.m., RMA enforcers were already at the viaduct to manage the traffic flow, with motorists only using one lane in one direction since the prime mover and the container van were occupying the other lane.
Instead of bringing a wrecker or a towing truck, RMA sent their enforcers armed with a citation booklet, issuing a ticket to the driver every tick of an hour.
I refused to believe what I heard in the grapevine that it is really the purpose of RMA to have wrecked or busted vehicles stuck for several hours so that they can collect more hourly penalties from the driver if they are stuck longer in the day, as this is unverifiable.
However, it is beyond human comprehension why RMA would not bother to tow busted vehicles right away minutes after they stop. If they are not after the penalty, why would they not tow the busted vehicles away from the area to avoid heavy traffic congestion?
Tuesday's sad experience of the motorists at the SRP viaduct was not the first time since the reclamation area was open to motorists almost 15 years ago. Cebu City saw several incidents in the past that would send motorists into a "statue game" while wallowing the heavy traffic at the Cebu South Coastal Road. But no solution is being introduced as if the city leaders wanted that mammoth traffic situation to happen again and again.
And for what? Citations tickets?
