Under RA 1405, all deposits in Philippine banks are absolutely confidential. The government cannot look at a bank account without a court order. When a corrupt politician or a massive corporate syndicate steals billions of pesos in taxpayer money, they park it in domestic banks. The law acts as a titanium shield, legally preventing investigators from tracing the stolen wealth.

But look at the working class.

The government aggressively monitors your GCash transactions, micro-business permits, and the daily hustle of the informal sector. If you are a freelancer making ₱40,000 a month, the state will hunt down your tax deficit. But if you are a billionaire hiding ₱4 Billion in offshore-routed corporate accounts, RA 1405 legally protects you from an audit. The law ensures the state has a microscope on the poverty of the working class, but wears a blindfold when looking at the vaults of the billionaires.

In the Philippine corporate landscape, we often celebrate the "Star Manager"—the charismatic leader who gets results through sheer force of will. But what happens when that star leaves? Or when the next economic shock hits?
