Bangsamoro Center for Just Peace in the Phil's. Inc. BCJP The Bangsamoro Center for Justpeace in Phil’s. Inc. (BCJP) was established out of the need for complex situations of the Bangsamoro community in Mindanao.

These initiative of dynamic Peace and Human Rights Advocates create an atmosphere for a collaborative efforts in working together for comprehensive solutions to the present social and economic crisis in the poor and marginalized Bangsamoro Communities in the country. Organized in late 2006, BANGSAMORO CENTER FOR JUSTPEACE is registered to the Securities and Exchange Commission (SEC) on August 1,

2006 as non-profit, non-stock and non-Political organization, where environmental issues, peace and development as well as gender issue are its primary concern.

The Bangsamoro Center for Justpeace (BCJP) has extended heartfelt congratulations to Honorable Abdulraof A. Macacua on his appointment as the new Interim Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This significant development has elicited a spectrum of reactions from various stakeholders within the Bangsamoro community.

BCJP is optimistic about the future under Chief Minister Macacua's leadership. The organization emphasizes the importance of unity, dialogue, and collaboration among all stakeholders to ensure the continued progress and stability of the Bangsamoro region.

As the region stands at this pivotal juncture, the collective hope is for a harmonious and prosperous Bangsamoro, guided by principles of justice, peace, and inclusive development.

A call to our beloved leaders.

Assalamu Alaykum Warahmatullahi Wabarakatuh....

As the 2025 Regional and Local Election campaign draws near, you stand at the threshold of history, poised to shape the destiny of our people. If Allah (SWT) grants you the honor of leadership, let your platform be more than just promises—let it be a solemn vow to uphold justice, integrity, and the very soul of this nation.

Above all, I implore you to strengthen your ibadah (worship) to Allah Subhanahu wa Ta’ala, for a leader who fears Allah will never succumb to corruption or injustice. Such a leader understands that their accountability extends beyond the people who placed them in power—it reaches the Almighty, who sees all, knows all, and will judge all.

Let Moral Governance be your foundation—not just in words, but enshrined in law. If government officials stray from this path, let there be just consequences, for leadership is not a privilege but a sacred responsibility.

The tyranny of Political Dynasties must end. True governance belongs to the people, not to a chosen few who pass power among themselves like an heirloom. Shared Governance must be championed, ensuring that leadership is diverse, inclusive, and rooted in service.

The Government-M**F Peace Agreement must not be left to gather dust in bureaucratic neglect. The normalization process must be swift and sincere, fulfilling the promises of peace that so many have fought and bled for.

Our MNLF and M**F Mujahideen brothers deserve a future beyond the battlefield. The National Amnesty Program must be revived, granting them the dignity of normal lives and the opportunity to be active participants in democracy, not perpetual remnants of war.

More importantly, the plight of M**F political prisoners must not be ignored. Justice delayed is justice denied. These individuals, who have long been caught in the crossfire of conflict and governance, deserve speedy trials and a fair chance at amnesty. If true peace is to be achieved, then justice must be served not just on paper, but in the very fabric of our legal system.

Government must not be a distant force—it must be a living, breathing servant of the people. Civilian protection must be at the heart of all projects, ensuring that no policy, no program, no decision violates the fundamental rights of our people.

Let development be a right, not a privilege. Inclusivity must be the standard, ensuring a fair share in the dividends of peace—not just for the powerful, but for the farmers, the workers, the unseen and unheard. Development must begin where it is needed most—among the rural poor, where the seeds of progress must be planted and nurtured.

Our environment is a gift, not a resource to be plundered. We have laws to protect it, but laws mean nothing without strict enforcement and unwavering vigilance. Let those entrusted with its protection be held accountable, for the destruction of nature is the destruction of our future.

And finally, let the cycle of clan conflict and bloodshed end. Justice must reign, and the rule of law must be absolute. The long-term solution lies in transitional justice and reconciliation, where old wounds are healed, and a future of unity is forged.

If you stand for these principles—if you truly embody them, not just as campaign rhetoric but as a lifelong commitment—then you will have my vote. More than that, I will stand with you, campaign for you, and champion your cause.

May you lead with wisdom. May you govern with justice. And may you serve with the unwavering resolve to uplift the people you swear to protect.

The Bangsamoro Center for Justpeace (BCJP) extends its deepest gratitude to President Ferdinand R. Marcos Jr. for signing into law House Bill 11144, resetting the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliamentary elections.

This decision is a crucial step in ensuring the region’s continued transition toward a stable, inclusive, and democratic process.

While BCJP has advocated for moving the parliamentary elections to 2028, we recognize the significance of this extension in strengthening governance, enacting essential legislation, and further solidifying the foundations of the Bangsamoro government. We urge President Marcos to appoint Members of Parliament, if necessary, who are dedicated to tirelessly working toward the passage of key laws and policies that will benefit the Bangsamoro people.

Furthermore, this extended period should be maximized to advance vital democratic initiatives, including holding a plebiscite to reassess the inclusion of Sulu in BARMM. We also call on Congress to pass a law establishing a Moro province for the 63 barangays in the Special Geographic Area (SGA), ensuring these communities receive the representation and governance they deserve. Encouraging the participation of other political parties in the first-ever parliamentary elections is also essential to fostering a more representative and dynamic political landscape in the region.

Equally important, the postponement provides a valuable opportunity to educate our people on the Bangsamoro Electoral Code. A well-informed electorate is the foundation of a thriving democracy, and we must ensure that every Bangsamoro citizen understands their rights, responsibilities, and the electoral process. Additionally, this extension allows ample time for those who wish to register with the Commission on Elections (COMELEC), ensuring broader participation in shaping the future of the Bangsamoro region.

The BCJP remains steadfast in its commitment to just peace, democracy, and the continued progress of BARMM. We call on all stakeholders to collaborate in making this transition period meaningful, inclusive, and truly reflective of the aspirations of the Bangsamoro people

Look: Bangsamoro Center for Jutspeace (BCJP) Chairman of the Board Abdulbasit R. Benito was invited as one of the Resource Persons during Public Consultation on BTA Bill No. 286 "Bangsamoro Revenue Code held today at Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, Cotabato City. Benito presented proposals such as imposing high taxation (“SIN TAX") to liquors, wines and other intoxicants and alcoholic drinks including ci******es as a way of limiting if not banning the selling of those products inside the area jurisdiction of BARMM region dominated by Islam believers. Benito also strongly suggested the strict collection of taxes on the big corporations and companies who are extracting resources from the BARMM region but business operation is outside the region such as giant fishing companies from General Santos and Zamboanga. This also includes a big logging company whose office is located outside the areas jurisdiction of the BARMM.
