Very recently, $81 million dollars was transferred out of the Bangladesh central US bank account and was laundered through the Philippines which exposed the country amidst the reports on its high money laundering crime rates. Republic Act No 1405 or the Law on the Secrecy of Bank Deposits discourages private hoarding so that the same may be properly utilized by banks in authorized loans to assist in the economic development of the country which is stated in Section 1.

Solutio Indebiti. (Lat.). In Civil Law. The case where one had paid a debt, or done an act or remitted a claim because he thought that he was bound in law to do so, when he was not. In such cases of mistake there is an implied obligation (quasi ex contractu) to pay back the money, etc.
