Canada to allow cruise ships on November 1, 2021
The Government of Canada is lifting its COVID-19 travel restrictions on cruise ships.
As of November 1, 2021, cruise ships will be allowed to enter Canada as long as they comply with the Canadian government’s public health guidelines.
This announcement was made today by Canada’s transport minister Omar Alghabra.
On February 4, 2021, Canada announced it was suspending cruise ship and Arctic pleasure craft into the country until February 28, 2022. The purpose of the ban was to protect Canadians from COVID-19.
Given that Canada’s coronavirus situation has improved, the Government of Canada is lifting the ban earlier than expected to assist the country’s hard-hit tourism sector.
By lifting the restrictions in November, the government aims to give the country’s tourism industry a boost leading up to the 2022 cruise season. It notes that the cruise ship industry contributes $4 billion annually to the Canadian economy and supports approximately 30,000 jobs.
Canada has been easing its coronavirus travel restrictions gradually since they were first implemented in March 2020. It still has restrictions in place which expire on July 21. At the moment, non-essential travellers (e.g., tourists) remain unable to enter Canada. The Canada-U.S. border also remains closed to non-essential travel and flights from India are banned.
Cruise ship travellers need to keep in mind they may be deemed inadmissible and denied entry into Canada if they have a criminal record. It is necessary to address any criminal inadmissibility issues you may have before booking a cruise tour that involves entering Canadian waters.

How to add dependents on TR to PR open work permit application
Eligible family members can also work in Canada under the new open work permit policy.
The new open work permit for essential workers and international student graduates is here until December 31, 2022. Applicants to the temporary residence to permanent residence (TR to PR) pathways can also add their family members to the bridging open work permit.
The new open work permit opened July 26, specifically for TR to PR applicants in Canada. It allows them to keep working while they wait on the results of their application for permanent residence if they do not get a decision before their current status expires.
These principal applicants can also include their family members on the work permit. Family members have to also be in Canada, and meet the work permit’s eligibility requirements.
Eligibility for family members
Firstly, the principal applicant must have named you as an immediate family member on their application for permanent residence. According to the government of Canada, immediate family applies to the spouse, common-law partner, and dependent children.
Children age 18 and older can be included on the work permit. Younger kids may be able to get a study permit, or study without one if both parents are in Canada and not on a visitor’s visa.
Family members will also have to submit documents at the time the principal applicant is applying. Depending on your situation, you may need marriage certificates, birth certificates, or the Statutory Declaration of Common-Law Union if you are in a common-law relationship. You will also need a copy of the generic immigration form, IMM 0008, where the principal applicant listed you as a family member.
If the immigration officer has any concerns about the genuineness of the relationship, they may ask for more information. They will want to confirm that your relationship is genuine and is not a relationship of convenience for the purposes of immigration.

Express Entry: Canada invites 3,000 CEC candidates
Canada invited CEC candidates with scores as low as 404.
Canada invited 3,000 Express Entry candidates to apply for permanent residence on August 5.
Invited candidates needed to be eligible for the Canadian Experience Class (CEC), with scores of at least 404.
In the previous CEC draw, candidates needed a score of 357. This score requirement was tied with the second-lowest ever for this class of draw. The lowest is still the February 13 draw, when every single CEC-eligible candidate was invited and the lowest score in the pool was 75.
Candidates who had the minimum score were only included if they had submitted their profiles before August 3rd, 2021 at 05:39:26 UTC, as per the tie-break rule. Immigration, Refugees and Citizenship Canada (IRCC) publishes this detail as an administrative requirement, and it does not mean there was any actual tie.

Economic immigration to Canada’s provinces is designed to address labour market needs to support Canada’s economic growth. There are pathways to permanent residence for those with work experience in a province’s in-demand occupations.

Express Entry: 512 PNP candidates invited to apply for permanent residence
The number of ITAs goes up in the new Express Entry draw targeting PNP candidates.
Canada’s August 4 Express Entry draw targeted candidates who had previously received provincial nominations.
Immigration, Refugees and Citizenship Canada (IRCC) invited 512 candidates with scores of at least 760. The relatively high score was because Provincial Nominee Program (PNP) candidates automatically get 600 points when they receive their provincial nomination.
In the previous PNP invitation round, 462 Express Entry candidates were invited to apply for permanent residence with scores of at least 734.
IRCC also published a cutoff time for the tie-break rule. This is an administrative requirement, and it does not mean there was any actual tie. Candidates who had the minimum score were only invited if they submitted their Express Entry profile before March 5, 2021 at 22:38:31 UTC.

Manitoba releases details of new PNP draw
Manitoba invited another 375 candidates to take the next step toward permanent residence.
Manitoba invited 375 immigration candidates to apply for a provincial nomination on July 29, just two days after its largest draw ever.
Invited candidates can now apply for a nomination from the Manitoba Provincial Nominee Program (MPNP). If they successfully receive it, the nomination will support their final application for Canadian permanent residence.
Here are the results of the latest draw:
Skilled Workers in Manitoba— 285 invitations with a minimum EOI score of 400;
Skilled Workers Overseas— 47 invitations with a minimum EOI score of 708; and
International Education Stream — 43 invitations with no EOI score requirement.
A total of 42 invitations, also known as Letters of Advice to Apply (LAAs), went to Express Entry candidates.
Manitoba immigration programs
Manitoba manages its immigration programs through the MPNP, which supports immigration applications to the federal government. Canadian provinces do not have the ability to give out permanent residency status, but they can help an application along by issuing provincial nominations.
If you want to benefit from a nomination from Manitoba, you need to register an Expression of Interest with the MPNP. This puts you in a position to receive an LAA through the Skilled Workers in Manitoba and Skilled Workers Overseas streams.
Manitoba then ranks candidates out of 1,000 points for their human capital factors, as well as their connections to the province.
The Skilled Workers Overseas Category and Skilled Workers in Manitoba streams are designed to allow the province to identify candidates who meet its labour market needs.
Candidates overseas need to demonstrate connections to Manitoba through the likes of close family ties, previous experience in the province, or an invitation through one of Manitoba’s Strategic Recruitment Initiatives. You do not need to be living in Manitoba at the time of your application to be eligible.
In order to receive an invitation under the Skilled Workers in Manitoba category, you need to have a full-time job offer from a provincial employer.
International graduates who complete education in Manitoba can receive an invitation under the International Education Stream if they can demonstrate that they have in-demand skills.
About Express Entry
Express Entry is a management system for permanent residency applications for three federal high-skilled immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program.
It is possible to skip the PNP process and receive a permanent residence invitation by directly applying through Express Entry. However, having a provincial nomination effectively guarantees that Immigration, Refugees, and Citizenship Canada will invite you to apply for Canadian permanent residence, given the 600-point award.
When you submit your profile, you are then ranked based on the Comprehensive Ranking System (CRS), which considers factors like your age, work experience, education, and language skills, among others.
The highest-scoring candidates receive invitations to apply for permanent residence through regular Express Entry draws.
Submitting a profile in the Express Entry pool is the first step to applying for a provincial nomination to Manitoba.

An overview of Canada’s PNP immigration results for July 2021
The following is a monthly summary of PNP activity across Canada, provided to you by CIC News.
In July, Canada’s Provincial Nominee Programs (PNPs) issued over 6,000 invitations to apply for provincial nominations.
Canadian provinces and territories, except Quebec and Nunavut, operate their own Provincial Nominee Programs (PNP). Each province adopts its own criteria for selecting foreign workers eligible for Canadian permanent residence under its respective PNP. Having their own immigration programs allows provincial governments to select individuals who are best suited to meet their local labor market needs.
These programs alone are expected to result in over 80,000 immigrants per year becoming permanent residents between now and 2023.
Most participating provinces and territories have at least one PNP stream that is aligned with the federal Express Entry system, which is Canada’s principal source of economic immigration.
July 2021 PNP-Focused Express Entry highlights
Immigration, Refugees, and Citizenship Canada (IRCC) have been holding PNP-specific Express Entry draws, on average, every two weeks since the beginning of the year.
In July, IRCC conducted two Express Entry draws targeting PNP candidates, issuing 627 ITAs on July 7 and another 462 on July 21. While the number of Express Entry invitations issued last month was down compared to the previous month, the sizes of draws have reached record highs and cut-off scores have been falling throughout the year. IRCC has now issued almost 100,000 ITAs this year.
Ontario
The province held a total of six draws this month through the Ontario Immigrant Nominee Program (OINP).
The first draw took place on June 7 with the province issuing 21 invitations to apply under the Entrepreneur Stream. On July 13, the province held major draws inviting 1,685 candidates through the Employer Job Offer: Foreign Worker and Employer job offer: International Student streams.
Two days later, on July 15, 2021, the province held its first-ever In-Demand Skills stream draw under its new intake system with a total of 55 candidates receiving invitations. Ontario also issued invitations to 115 bilingual Express Entry candidates on July 21.
Lastly, on July 27, Ontario invited 1,031 candidates with work experience in 18 targeted occupations and who may qualify for Ontario’s Express Entry Human Capital Priorities stream.
Alberta
The Alberta Immigrant Nominee Program (AINP)’s Express Entry Stream issued invitations to immigration candidates in one draw in July. The draw was held on July 14 and invited 181 candidates with CRS scores of 301. This is a slightly slower pace of invitations than in previous months when regular rounds were held approximately every two weeks.
Saskatchewan
In July, the Saskatchewan Immigrant Nominee Program (SINP) held a total of four invitation rounds through the Express Entry and Occupations In-Demand sub-categories of the International Skilled Worker Category issuing a total of 570 invitations to apply for a provincial nomination. This is significantly more than the 255 invitations issued last month by the province.
Manitoba
July was a very busy month for the province as it issued 1,417 invitations to immigration candidates under the Manitoba Provincial Nominee Program. The province held two draws through the following three streams: Skilled Workers in Manitoba, International Education Stream, and Skilled Workers Overseas.
In a record-breaking draw on July 27, the province invited 1,140 Express Entry candidates to apply for a provincial nomination. This major round brought the total number of nominations awarded to Express Entry candidates last month to 1,188.
British Columbia
Over the past month, the province has invited a total of 885 candidates to apply for a provincial nomination through the Express Entry British Columbia, Skills Immigration streams closely matching the number of invitations issued over the past months.
On July 19, B.C. also announced it was temporarily pausing the intake of new registrations under the Entrepreneur Immigration (EI) stream. However, the temporary pause only affects registration under the Base category. The EI – Regional Pilot, Strategic Projects, and all Skills immigration categories are still open.
Prince Edward Island
Prince Edward Island held its pre-scheduled draw on July 15 and issued a combined 127 invitations to immigration candidates. Most of the invitations, 118, were issued to Express Entry and Labour Impact candidates. The remaining nine invitations went to Business Impact candidates who had a minimum point threshold of 60.
What are PNPs?
PNPs allow Canadian provinces and territories to nominate individuals for permanent immigration.
There are two types of PNPs: base and enhanced.
Base nomination streams work outside of the Express Entry system, as they are managed by the provinces themselves. These types of nominations are subject to particular PNP streams and processing standards. To go from a successful base nomination to permanent residency, candidates will generally have to go through a two-step process. First, candidates determine that they meet the criteria for a PNP pathway, apply, and receive a nomination certificate if successful. Once they have this certificate, they will be can apply for permanent resident status with the federal government.
Enhanced nomination streams, on the other hand, are linked with the Express Entry system. They allow provincial immigration officials to search the Express Entry pool of candidates for principal applicants who match specific criteria. The provinces then invite these candidates to apply for a provincial nomination.
The Express Entry system manages the pool of candidates for Canada’s three main federal-level economic immigration programs — the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.
If candidates get a provincial nomination through enhanced provincial streams, they are awarded an additional 600 Comprehensive Ranking System (CRS) points. This practically guarantees that they will receive an invitation to apply (ITA) for permanent residence in a subsequent Express Entry draw.

High job vacancies in health care and food services in Canada
Statistics Canada's newly-published job vacancies report says job vacancies were high in health care and accommodation and food services.
Amid increased public health measures in May, Canada’s accommodation and food services sector had the highest rate of employers looking for workers, and the health sector had the highest number of open positions.
Canadian employers were actively recruiting for an estimated 671,100 positions in May. For the seventh consecutive month, the health sector had the highest number of job openings in Canada. There were about 107,300 open positions in health care in May, nearly one sixth of all job vacancies. Accommodation and food services had the second-highest number of openings at some 78,000, followed by retail trade which had 73,800 job vacancies.
The number of vacancies is the estimated number of open positions. A slight distinction from the vacancy rate, which refers to the number of vacant positions as a proportion of all positions.
Quebec, for example, had the highest job vacancy rates among all the provinces in May at 5.1 per cent, according to Statistics Canada’s payroll, employment, and job vacancies report. B.C. followed closely behind at 5 per cent, and New Brunswick came next at 4.9 per cent. Newfoundland and Labrador had the lowest job vacancy rate at 2.8 per cent.
The accommodation and food services sector had a vacancy rate of 7.8 per cent. This high rate could reflect seasonal hiring, as well as recruitment challenges.
While restaurants were shuttered, and employees forced to take up social assistance, recruiters reported having a difficult time calling back their staff. CBC reports people are re-evaluating their careers and lifestyles, and concerned about their health during the pandemic. The lack of international students who often work in this sector, has also played a part in vacancy rates.
Restrictions became less strict in June. The Labour Force Survey suggests employment in accommodation and food services grew nearly 12 per cent from May to June. “Employment” here refers to the number of people working. Job vacancy rates for June are not currently available.
Immigrants needed to support worsening labour shortages
A recent RBC report suggests Canada will need to rely even more on immigration as retirements and job quitting levels increase.
Economist Andrew Agopsowicz wrote that, during the pandemic, the number of retirements and people quitting their jobs due to dissatisfaction dropped significantly. Now that the economy is starting to recover, the number of job quitters is returning to pre-pandemic levels. Retirements delayed by the pandemic could also pick up in the second half of 2021. These factors could exacerbate labour shortages throughout the summer and fall.
“Canada will increasingly need to rely on immigration and other sources for labour force growth,” the RBC report says.
Despite record-breaking immigration targets, Canada has been admitting newcomers at a slower rate in the first few months of the year. Although, intake picked up in June when Canada welcomed about 35,000 new permanent residents. While July figures are not yet released, the opening of the Canada border to approved permanent residents could help increase these numbers.
Although the federal government’s immigration target is 401,000 this year, they will need to admit about 43,000 new immigrants per month from July onward in order to achieve this goal.

Immigration: Canada expands non-Canadians’ rights to information and privacy requests
ANALYSIS: Change to take effect in July 2022, will benefit people applying to immigrate.
Earlier this month, Canada announced a major change to its rules for access to information and privacy (ATIP) in the Canada Gazette.
The change is simple, but the impacts are profound. The Canadian government is going to allow anyone to make an ATIP request under the Privacy Act. This new policy will bring Canada into line with global standards on ATIP. It will also vastly expand the rights of non-Canadians.
Laws such as the Privacy Act allow people to make ATIP requests to the federal government. Immigration, Refugees, and Citizenship Canada (IRCC) is a federal agency, so it is subject to the Privacy Act.
Currently, there are limitations on who can make an ATIP request through the Privacy Act. One of the items limits the right of access to two groups:
Canadian citizens and permanent residents, inside or outside of Canada; and
any entity (person or business) inside Canada, whether a citizen or not.
This limitation means that non-Canadians who are outside of Canada cannot make requests under the Privacy Act. There is a way to get around this rule. An ineligible person can get someone who is eligible to make a request on their behalf. However, this process can be expensive and time-consuming.
Having the ability to make an ATIP request to IRCC can be very helpful. For example, an ATIP request can allow a person to access their Global Case Management System (GCMS) notes. These are the detailed records of a person’s immigration case. They will explain IRCC staff’s thinking and decision-making. They can help a person understand why IRCC has decided the way it has. This knowledge, in turn, can also help the person challenge the IRCC decision. For example, the person could show the officer ignored or misinterpreted something.
IRCC is a popular target for ATIP requests. In fact, there are more ATIP requests for IRCC than there are for any other federal government department combined.
