🇦🇺 Australia Confirms 2027 International Education Arrangements – Key Updates for Education Agents
The Australian Government has officially announced the 2027 International Education Arrangements, providing greater certainty for providers, education agents, and prospective international students.
Here are the key updates every Australia recruitment partner should know:
🔹 National Planning Level (NPL) remains unchanged at 295,000 New Overseas Student Commencements (NOSCs) for 2027.
🔹 No active provider will receive fewer allocations than in 2026, ensuring continued stability across the international education sector.
🔹 Major Policy Change: From 2027, TAFE institutes and VET courses delivered by public (dual-sector) universities will be exempt from the National Planning Level (NPL). This is one of the most significant changes announced and may create additional opportunities within the public VET sector.
🔹 Private VET Providers
• Larger providers are expected to receive approximately 3.5% growth over their 2026 allocations.
• Small providers (100 NOSCs or fewer) will continue under the small provider visa-prioritisation pool.
🔹 Public Universities
• Higher Education allocations will remain the same as 2026.
🔹 Visa Processing
Ministerial Direction will continue to prioritise offshore student visa processing based on each provider's progress against its allocation. However, visa approval will continue to depend on applicants meeting all student visa requirements.
Students Exempt from the NPL include:
✅ TAFE students
✅ Students enrolled in VET courses at public dual-sector universities
✅ Standalone ELICOS students
✅ Higher Degree by Research (HDR) students
✅ Exchange and non-award students
✅ Eligible scholarship holders
✅ Students from Pacific nations and Timor-Leste
✅ Approved pathway and transition students
✅ Students affected by provider closures
