कर्णालीका विविध पहिचान बोकेका मानव अधिकार रक्षकहरूका लागि वीरेन्द्रनगरमा सुरु भयो प्रदेश स्तरीय अभिमुखीकरण कार्यक्रम
– इन्सेक कर्णालीको समावेशी पहलमा, युरोपियन युनियनको साझेदारीमा प्रभावकारी सत्र सम्पन्न
वीरेन्द्रनगर, कर्णाली प्रदेश – २०८२ जेठ २६ (२०२५ जुन ८):
मानव अधिकारको प्रवर्द्धन, संरक्षण र सशक्तिकरणमा समर्पित मानव अधिकार रक्षकहरूलाई समावेशी दृष्टिकोणबाट क्षमता अभिवृद्धि गराउने उद्देश्यले एक प्रदेश स्तरीय अभिमुखीकरण कार्यक्रम वीरेन्द्रनगर, सुर्खेतमा सुरु भएको छ।
कार्यक्रमको आयोजना इन्सेक कर्णाली प्रदेश कार्यालयले गरेको हो भने युरोपियन युनियनको सहकार्यमा यो पहल सम्पन्न भइरहेको छ। दुई दिनसम्म सञ्चालन हुने यो कार्यक्रमले मानव अधिकार संरक्षणको अभियानलाई कर्णाली प्रदेशमा अझ संस्थागत, प्रभावकारी र सहभागीमुखी बनाउन महत्वपूर्ण योगदान पुर्याउने अपेक्षा गरिएको छ।
इन्सेककी कार्यक्रम अधिकृत ललिता ओडाका अनुसार, कार्यक्रममा कर्णालीका विभिन्न जिल्लाबाट आएका सहभागीहरूको उल्लेखनीय उपस्थिति छ। सहभागीहरू विभिन्न जातीय, भाषिक, सामाजिक, शैक्षिक र व्यावसायिक पृष्ठभूमिबाट आएका छन् — जसमा कानून, इञ्जिनियरिङ, पत्रकारिता, सामाजिक काम, शिक्षा लगायतका क्षेत्रका व्यक्तिहरू रहेका छन्।
त्यसैगरी, कार्यक्रममा विभिन्न क्षमता भएका व्यक्ति (Persons with Different Abilities) तथा विविध लैङ्गिक पहिचानका मानव अधिकार रक्षकहरूको सक्रिय उपस्थिति रहेको छ, जसले कार्यक्रमलाई समावेशी, समानुपातिक र सामाजिक न्यायमा आधारित बनाएको छ।
सम्पन्न सत्रहरू र प्रस्तुतकर्ताहरू:
पहिलो दिन सम्पन्न भएका सत्रहरूमा मानव अधिकारको सैद्धान्तिक पक्षदेखि व्यवहारिक कार्यान्वयनसम्मका विषयहरू समेटिएका थिए। सत्रहरूमा निम्न शीर्षकहरूमा छलफल तथा प्रशिक्षण प्रदान गरियो:
• मानव अधिकार रक्षकको आधारभूत अवधारणा र वर्गीकरण
• जलवायु न्याय, विपद् व्यवस्थापन, व्यवसाय र मानव अधिकारबीचको अन्तरसम्बन्ध
• महिला तथा अल्पसंख्यक मानव अधिकार रक्षकहरूको सशक्तिकरण
• राष्ट्रिय तथा अन्तर्राष्ट्रिय संरक्षण संरचना र मस्यौदा विधेयकको व्याख्या
• मानव अधिकार रक्षकहरूको कर्तव्य र अधिकारको सीमा र सम्भावना
यी सत्रहरूमा मानव अधिकारको क्षेत्रमा दीर्घ अनुभव भएका प्रमुख व्यक्तित्वहरूले ज्ञान, दृष्टिकोण र मार्गदर्शन प्रस्तुत गर्नुभयो:

• पवित्रा शाही, कार्यकारी निर्देशक, आवाज संस्था, कर्णाली प्रदेश
उहाहरूका प्रस्तुतिहरूले सहभागीहरूलाई मानव अधिकारको संरक्षणमा व्यावहारिक दक्षता, कानुनी ढाँचा, सामाजिक संवेदनशीलता, तथा नीति निर्मातासँगको सहकार्यबारे महत्वपूर्ण ज्ञान प्रदान गरेको ललिता ओडाले जानकारी दिइन्।
समावेशिता र प्रभावमा आधारित भविष्यको बाटो
कार्यक्रमको समग्र स्वरूपले मानव अधिकार रक्षकहरूलाई सशक्त, सचेत र सुरक्षित वातावरणमा काम गर्न उत्प्रेरणा दिने स्पष्ट संकेत दिएको छ। विविधता, समानता र समावेशीताको अभ्यासमार्फत यो कार्यक्रमले कर्णाली प्रदेशभित्र न्यायपूर्ण, उत्तरदायी र मानव अधिकारमैत्री संरचना निर्माणतर्फ सार्थक पाइला चालेको छ।
कार्यक्रम भोलि जेठ २७ (जुन ९, २०२५) मा समापन हुनेछ, जहाँ बाँकी विषयमा अन्तिम सत्रहरू सञ्चालन गरिने छ।

Provincial-Level Orientation for Human Rights Defenders Begins in Birendranagar
– INSEC Karnali Leads an Inclusive and Impactful Initiative with Support from the European Union
Birendranagar, Karnali Province – June 8, 2025 (Jestha 26, 2082 BS):
A two-day provincial-level orientation program for human rights defenders (HRDs) has commenced in Birendranagar, Surkhet, with the goal of enhancing the knowledge, skills, and resilience of HRDs working across Karnali Province.
The event is organized by the INSEC Karnali Province Office, with support from the European Union, and is expected to significantly strengthen grassroots human rights advocacy efforts in the region.
According to INSEC Program Officer Ms. Lalita Oda, the orientation is marked by broad participation from all ten districts of Karnali, including individuals from diverse ethnic, social, educational, and professional backgrounds. Participants include representatives from fields such as law, engineering, journalism, social work, and education, as well as individuals of different gender identities, abilities, and minority communities. The diverse and inclusive nature of the participant group has enriched the discourse and made the program a true representation of Karnali’s social fabric.
Core Sessions and Presenters:
The first day of the program featured dynamic sessions that addressed both foundational and emerging aspects of human rights work. The key topics included:
• Fundamentals of Human Rights Defenders: Understanding who HRDs are, their roles, categories, and global definitions.
• Intersection of Human Rights with Climate Justice, Disasters, and Business: Examining the changing landscape of rights in the context of environmental challenges and economic practices.
• Focus on Women and Minority HRDs: Discussing the urgent need to uplift and protect marginalized voices within the HRD community.
• National and International Protection Mechanisms for HRDs: Providing insight into existing frameworks, including the draft HRD Protection Bill and relevant national and global instruments.
• Duties and Rights of Human Rights Defenders: Emphasizing ethical conduct, non-discrimination, integrity, and the right to protection, information, and freedom of association.
The sessions were facilitated by notable experts and human rights champions, whose diverse perspectives added depth to the orientation:

• Pabitra Shahi, Executive Director, Aawaj Organization, Karnali Province
Their presentations helped HRDs gain practical understanding of how to work within legal frameworks, build ethical strategies, and collaborate with institutions for long-term rights protection and promotion.
A Step Toward an Inclusive, Just Society
This orientation serves as a meaningful platform to empower human rights defenders with tools and understanding necessary to monitor, advocate, and act responsibly in their respective communities. The initiative also highlights the importance of inclusive participation, ensuring that all voices — regardless of identity or background — are heard and valued in the human rights movement.
With continued sessions planned for June 9, 2025 (Jestha 27, 2082 BS), the program is expected to conclude with further engagements aimed at deepening HRDs’ capacities to respond to evolving human rights challenges in the province.
