IF THE NATIONAL ASSEMBLY FAILS TO PASS THE BUDGET TO MAKE IT OPERATIONAL AT THE BEGINNING OF THE FINANCIAL YEAR THE PRESIDENT OF NIGERIA CAN RELEASE FUNDS TO MDAs WITHOUT APPROPRIATION - SECTION 82 OF THE 1999 CONSTITUTION SAYS SO.
Section 82 of the 1999 Constitution provides:
"If the Appropriation Bill in respect of any financial year has not been passed into law by the beginning of the financial year, the President may authorise the withdrawal of moneys in the Consolidated Revenue Fund of the Federation for the purpose of meeting expenditure necessary to carry on the services of the Government of the Federation for a period not exceeding months or until the coming into operation of the Appropriate Act, whichever is the earlier:
Provided that the withdrawal in respect of any such period shall not exceed the amount authorised to be withdrawn from the Consolidated Revenue Fund of the Federation under the provisions of the Appropriation Act passed by the National Assembly for the corresponding period in the immediately preceding financial year, being an amount proportionate to the total amount so authorised for the immediately preceding financial year."
ME... This provision in section 82 of the 1999 Constitution was probably inserted in the constitution to prevent the enemies of Nigeria in the mould of the Senate from totally crippling the economy.
The negative effects of not passing the appropriation bill will still be felt because it restricts the president to spending what was provided for that item in the budget of the previous year thereby affecting the projects or items involved to the extent of the shortfall that will be unavailable for that particular year's budget.
So, those ignorant Senators and members of the House of Reps. who are raising hell that certain funds are being spent by President Buhari without appropriation should be ashamed of themselves because it just goes to show that they are not conversant with the constitution. And to you who ignorantly joined in the wailing, you never bothered to check the provisions in the constitution. Are you happy with yourself?

_________MAGU THE CHIEF TAILOR___ _ _ The members of Nigerian parliament have developed a penchant for wasting public funds on irrelevant things that do not add any quality to our lives. They waste our money, they waste our time and they play with our collective intelligence. We do not get any value for the money we spend on them. They have a short attention span on any matter. Different mundane things easily catch their attention while matters of national importance are quietly and deliberately kept off their radar.
They have now taken a fancy to uniforms. They like uniforms. They like Police, Army, Customs, immigration, Civil Defence uniforms. Uniforms! Our honourables and senators have turned uniforms to an issue of national importance. They want to see as many as possible in uniforms. They are not interested in the person, just the uniform he wears. The servile retinue of police aides in uniforms who waste our taxes guarding them from us, their employers has conditioned them to look down on service uniforms. They feel that they are superior to the wearer of any kind of uniform; after all, their police guards clean their shoes, carry their bags, es**rt their wives to the market and play the servants to their children. Appearing in anything but a uniform is considered an affront by these members of parliament. They send you out of their presence. They disgrace and humiliate you. Ask Hameed Ali. They were irked to see him in their parliament without his uniform. They wanted him to deck up like one of those police officers that carries their bags. He refused to oblige them. They walked him out. They hammered Hameed. They were not interested in hearing him on the performance of his charge or the reason why he dreamt up payment of import duties on old and tired vehicles which his own men allowed into the country. They were not interested in Nigeria. They were interested in their ego. They invoked a redundant law to prove their point. Where on this God’s earth do parliamentarians waste taxpayers’ money on discussing in which clothes an employee of the State must appear before them? Hameed Ali did not come in his skin. He came in a decent and non-flamboyant outfit. But these senators wanted to see him in uniform by all means.
Their obsession with uniforms has limits however. They want others to wear uniforms, but not them. They dread the idea of changing their babarigas and agbadas for any kind of uniform. Just a couple of days ago, a tailor who sews uniforms for greedy politicians passed by their senate to ask them for confirmation of his appointment. He wanted them to confirm him as the official tailor for their future uniforms. They were horrified. They mugged Magu the Tailor. They did not hear him. They could not. They were deep in mental imagination of themselves in badly sewn short uniforms. They all know that Magu the Tailor already has their sizes. They also know that he has already purchased the cloth to sew their uniforms. They knew that if they confirmed his appointment, they would sooner or later be obliged to wear their short Made by Magu uniforms. Individually, under their breaths, they muttered, “I reject it”…”this is not my portion”. Collectively they chased Magu, the EFCC chief tailor out of their presence like a demon. They exorcised him from their collective system.
And just down the road, in the House of Representatives (of themselves), the honourables are considering a bill to nominate their own tailor. They do not want to hear of Magu or any other tailor chosen by Mr. Buhari. They want one of their own to be their tailor. They want well-made agbadas and babarigas, not the kind of ill-fitting shirts and shorts built by Magu who learnt the trade from Ribadu. They believe they can pull it off. They know from history that Ibori built his own High Court in Asaba where Justice Marcel Awokulehin gave him favorable verdict for an unprecedented list of economic crimes. The honourables know that it is possible in Nigeria to eat your cake and have it. And they know that Nigerians will just take this intended coup against decency in their stride. After all we had Waziri and Adoke and nothing happened. We have had all sorts of nightmarish people in important places and nothing happened. We just wring our hands in the face of unimaginable crimes against us and our country.
But what is Mr Buhari going to do now about Magu the Tailor? Is he going to oblige the senators and find a more merciful and compliant tailor? Is he going to tell Magu to burn the block note of the sizes of the senators that he has diligently compiled? Will Mr. Buhari ask that the clothes that Magu bought to sew the uniforms be burnt? Mr Buhari should understand that none of these options is open to him. Magu does not know any other trade than to sew clothes for politicians with sticky fingers. See what happened to tailor Ribadu when he was sent out of his shop by Jonathan & Co. Ribadu lost his bearing. He is still reeling from the shock. Ribadu, like Magu is a dedicated specialist tailor. Both cannot practice any other trade. Therefore, Mr. President Buhari, Mr. Magu cannot be sacked by those to whose wardrobes he wants to add more clothes. Bimbola Lagunju.

WHO ARE NIGERIAN's ENEMY?
"We watched with disdain few years ago how Andrew Yakubu, the former NNPC boss during GEJ's era (from Southern Kaduna) flanked by Diezani swore before the senate that there is nothing like missing $20b.
GEJ also said America will know if such money go missing. NOI (our Harvard trained former Minister of Finance) said we should invite forensic auditors because it is impossible for such huge amount of money to go missing.
If one person can keep $9.2m (N4 billion) in his safe at home, God knows how much GEJ, Diezani and co have in their septic tanks.
And you wonder why exchange rate is high? You wonder why we are in recession? You have your answers.
The next question from the enemies of Nigeria would be "where are all the recovered loots?"
Recovered loots are exhibits that can't be spent until prosecution is concluded and conviction is secured.
Why is it difficult to get conviction ?
We have corrupt judges and lawyers who are subverting justice.
If Buhari should arrest Judges today, the same enemies of Nigeria will be shouting gestapo! rule of law! rule of law!
We know who the real enemies of Nigeria are.
The enemy of Nigeria is not Buhari.
PMB has good intentions.
The real enemies are the people who doesn't want their thieves touched simply because of tribal sentiments.
I am happy Andrew Yakubu is a Northerner, arrested by a Northerner (Magu) working for a Northern President (Buhari).
Long live Magu. Long Live President Buhari!
We should suspend democracy for 4 years and let Buhari sanitize the system.
When the next political party get to power, let them probe APC as well.
In 20 years, we would have gotten rid of corruption.
This is why the masses are suffering. Buhari is not the problem.
Institutionalized corruption and those who ignorantly or intentionally establish it are responsible for the suffering of the masses
A country that welcomed Ibori has no future.

HOW DOES A GOOD MAN GOVERN A COUNTRY THAT HAS MORE PLACES OF WORSHIP THAN FARM LANDS OR FACTORIES AND EVERYONE SEE S CORRUPTION AS MEANS TO GOD'S BLESSING. A COUNTRY WHERE GETTING RICH FROM PRAYER AND NOT WORK IS A DAILY SPIRITUAL DIET AND MEN OF GOD OPENLY FRATERNIZE WITH CERTIFIED AND INDICTED THIEVES AND DROLL OVER THEIR LOOT. . A COUNTRY WHERE HARD WORK IS DERIDED AND EVERYONE SEEKS WEALTH AT ALL COST. A COUNTRY WHERE POLITICIANS HAVE NO IDEOLOGY AND POLITICS A COMPETITION BETWEEN TWO THIEVING PARTIES THAT ARE ONLY UNIFIED BY THEIR COMPETITION FOR THE COUNTRY'S RESOURCES . A COUNTRY WHERE THE PRESIDENT MUST BRIBE THE LEGISLATORS TO GET HIS BUDGET PASSED .
HOW DOES A GOOD MAN GOVERN NIGERIA WHEN EVERYONE HE SEES AROUND CANNOT WAIT TO GET RID OF HIM SO THEY CAN START STEALING , AND THEY ALL SEE HIM AS THE STUMBLING BLOCK TO THEIR DESIRE TO LOOT THE TREASURY. ..????

President Buhari is not the problem of Nigeria - Nigerians are the problem of Nigeria;
"Nobody can argue it with me that PMB had failed in 2yrs."
We should rather as a people change our attitude to one another.........because our collective greed, selfishness, devilish mindset, misplaced priorities, irresponsibility, religion over morals, corrupt way of life, loss of foresight.......from 1960 brought us this far.
The damages, emotional trauma, loss of pride done to the "Nigerian people" for over 4 decades can NEVER be resolved in just 2yrs.
"A Nation" is "a People" and that "People" in this context is "Nigeria".
Why do we then treat "Nigeria" as an "item" rather "a people"?
If we can achieve it in 2yrs of PMB; then the Asian Tigers would not have closed their borders to the West for 25yrs and taken morals as a religion to build some of the greatest nations in the world today; Japan, China, Singapore, Malaysia and co........
We blame many things or issues on the current government. Yes, because we expect the "Change" promised. However, who are these people we call Politicians and we worship even before PMB became a President?
They are the same people who stood during the 3million Abacha march to endorse Abacha as a life President. Five political parties - same evolved over the years into different names endorsed Abacha as their Presidential Candidate.
Now, they govern us from LG to Governor to Ministers to Senate.....; squandered resources while we hail and dance for them at events for years.
They gave poverty, insecurity, death, injustice etc to you and I.....as they oppress with their specialized weapon; POVERTY.
Today! We come out to blame just a single individual for the nation's woes. The woes of a people; We blame it on President Muhammadu Buhari.
Protest is a right and a voice as long as its not violent. Come Feb 5, go PROTEST against "Ourselves" for being irresponsible by supporting same people who messed up Nigeria for 4 decades.
The future of Nigeria is in your hand & not that of President Buhari. How old is Buhari today? And how old are you? Who got more years to live (by default)....all things being equal?
