Part two of Rainmakers and Neural Networks explores the challenge of interpretability: how we understand systems that learn, adapt and sometimes surprise us.

Moving beyond statistics and grand theories, this piece argues for a new approach to AI understanding one that resembles rainmaking more than engineering.

Key insights:
🔹 Why humility and careful observation are our best tools.
🔹 Navigating powerful systems inspired by and Anthropic.
🔹 How to speak to complexity without pretending to control it.

Africa has leverage in the AI era, but optionality is not strategy. This essay outlines what doing AI right in Africa requires:

Fit for purpose: Build useful, specialised systems trained on local data and deployable on real infrastructure.

Research as problem-solving: Align incentives so universities reward local impact alongside publication prestige.

Coordinate, then negotiate: Regional coordination strengthens negotiating power without forcing uniformity.

Enforceable terms: Benefit-sharing, model licensing, verified deletion, and binding arbitration should be minimum conditions.

Define success clearly: AI accountable to African governance, value retained in African institutions, and solutions built for African priorities.

What pillar needs the most attention where you work: capacity, coordination, or governance terms?

Africa isn’t “late” to the AI race,we’re in a strategic position to leapfrog.

Just as we skipped landlines for mobile-first systems, we’re now building AI that actually fits our context.

Rainmakers and Neural Networks explores artificial intelligence through the lens of complexity. Instead of treating neural networks as simple tools, this essay sees them as complex adaptive systems, closer to weather, ecosystems, and societies than to machines.

It examines the challenge of interpretability: how we understand systems that learn, adapt, and sometimes surprise us. Moving beyond statistics, skepticism, and grand theories, the piece argues for humility, careful observation, and a new approach to AI understanding, one that resembles rainmaking more than engineering.

As we build increasingly powerful systems inspired by work from organizations like OpenAI and Anthropic, the question becomes urgent: how do we speak to complexity without pretending to control it?

Africa Isn’t Behind in AI. We’re Building the Better Path

They keep telling Africa to “catch up.” But kutangulia sio kufika, leaving first isn’t arriving.
Africa’s advantage in AI isn’t copying Boston or Beijing. It’s building what fits here:
✅ small, specialised models, not massive hype
✅ local languages and local context
✅ ethical data from knowledge the internet never captured
✅ open-source tools that reduce dependency
✅ regional coordination without killing local autonomy
This is what the polycentre makes possible: many nodes, many experiments, fast learning.
And this is where the work of HAKI begins: building tools, training people, proving African AI can be excellent and economically viable.
Question: What should we build first?
A) Local-language assistants
B) SME copilots
C) Offline-first tools
D) Data cooperatives
