New Requirements for the Business Manager Visa (Effective October 16, 2025)
経営・管理ビザの新しい基準（2025年10月16日施行予定）
The Ministry of Justice has officially announced major changes to the Business Manager Visa requirements, effective October 16, 2025.
The revised standards raise the minimum capital requirement and introduce new conditions related to language proficiency, education, and management experience.
Key Conditions
Applicants must meet all of the following criteria:
1️⃣ Office Establishment
• A physical business office must exist in Japan.
• If the business has not yet started operations, a facility to be used as the office must already be secured.
2️⃣ Business Scale
• At least one full-time employee residing in Japan (other than the applicant) must be employed.
(Excluding those who already hold another residence status such as “Engineer/Specialist in Humanities/International Services”)
• The total business assets, including capital and investment, must amount to at least JPY 30 million.
3️⃣ Japanese Language Ability
• At least one individual involved in management must possess a level of Japanese sufficient to “understand and use the language independently.”
• The applicant must also reside in Japan while engaging in business management.
4️⃣ Education or Experience
Applicants must satisfy one of the following:
• Hold a doctoral, master’s, or professional degree in a relevant business or management field (equivalent foreign degrees accepted).
• Have at least three years of experience in business management or administration.
5️⃣ Salary Requirement
• If the applicant serves as a manager, they must receive compensation equivalent to or higher than that of a Japanese national in the same position.
💬 These new standards make the Business Manager Visa system much closer to that of the Highly Skilled Professional Visa,
and will have a significant impact on future business and investment strategies in Japan.

📢 法務省より正式発表がありました。
2025年10月16日より「経営・管理ビザ」の要件が大幅に改訂されます。
資本金の基準が引き上げられるとともに、日本語能力・学歴・経歴 に関する要件も追加されます。
【主な新基準】
① 事業所の確保
• 日本国内に実際の事業所があること。
• まだ事業を開始していない場合でも、事業所として使用する施設をすでに確保していること。
② 事業の規模
• 申請者本人以外に、日本に居住する常勤職員が少なくとも1名いること。
※ただし、その職員が他の在留資格（例：技術・人文知識・国際業務など）で在留している場合は除かれます。
• 事業に使用される資産（資本金・出資金など）の合計額が 3,000万円以上 であること。
③ 日本語能力
• 経営または管理に関わる人のうち、少なくとも1名は「高度に自立して日本語を理解し、使用できる水準以上の日本語能力」を有していること。
• 申請人自身も、事業の経営・管理を行う際に日本に居住していること。
④ 学歴または経歴
次のいずれかに該当している必要があります。
• 経営管理または事業に関連する分野で、博士・修士・専門職学位を有していること（外国の同等学位も可）。
• 事業の経営または管理について 3年以上の経験 を有していること。
⑤ 報酬基準
• 申請人が「管理職」として働く場合、日本人が同じ立場で受ける給与額と同等以上の報酬を受けること。
💬 新制度は実質的に「高度専門職」に近い基準となっており、
今後の起業・経営戦略に大きな影響を与える内容です。
