For on-site consultations at your home or workplace, a daily allowance and transportation expenses will be charged separately.

This procedure is handled carefully after a comprehensive review of tax payment records, employment status, and overall stability of daily life.

This is a time-consuming procedure requiring confirmation of a long residence history and preparation of numerous supporting documents.

The above amounts are basic service fees.
The final fee will be determined after considering the content, complexity, and required workload of each case, and will be explained in advance.
Actual expenses such as transportation costs, postage, and fees for obtaining certificates are charged separately.

☆建設特定技能1号を受け入れている企業様へのお知らせ☆

建設分野において特定技能外国人を受け入れている企業様に対し、FIST（国際建設技能振興機構）は「適正就労監理機関」として、特定技能所属機関（受入企業）への巡回訪問を実施しております。

また、巡回指導訪問に先立ち、受入れ開始後間もないタイミングで、企業様に対して調査票を送付し、回答および関係資料の提出を求める「受入状況確認」も実施しております。これにより、特定技能外国人の受入状況を把握し、適正な運用がなされているかを確認しています。

【主な実施内容】

賃金台帳、出勤簿等の関係書類の確認

特定技能外国人との母国語による面談

なお、特定技能外国人の処遇に関しては、国土交通大臣の認定を受けた「建設特定技能受入計画」に基づき、以下の点が特に重要となります。

基本給や手当を適切に支払うこと

安定的な月給制で賃金を支払うこと

技能の習熟に応じて昇給を行うこと

-建設特定技能受入計画認定申請について-

建設業の会社様において、現在受け入れている技能実習生に、引き続き「特定技能1号」として働いてもらいたいとお考えの場合、**在留資格変更手続きの前に「建設特定技能受入計画認定申請」**を行う必要があります。

この申請は、受入企業が主体となって行うものですが、オンライン申請限定で、複雑な入力作業や多数の資料提出が求められます。
そのため、行政書士や弁護士による代理申請が可能となっています。

◆ 当事務所での申請実績と対応範囲
当事務所では、あるクライアント企業様からのご依頼をきっかけに、建設特定技能受入計画の代理申請業務を開始しました。
当初、企業様ご自身で申請を進められていたものの、地方整備局から何度も修正指示が入り、最終的に弊所が代理申請を受任したことが第一号のケースとなります。

現在では、地元の中国地方整備局をはじめ、中部地方整備局・近畿地方整備局などで十数件の申請実績があり、全国対応が可能です。

◆ 在留資格の変更手続きもお任せください
申請から認定までは概ね1カ月半ほどですが、技能実習生の意思表示が遅れた場合など、在留期限内に認定が間に合わないケースも多くあります。

その際は、まず「特定活動」への在留資格変更を行い、引き続き就労を継続した上で、認定後に「特定技能1号」への変更手続きを行う流れが一般的です。
弊所は申請取次が可能な行政書士事務所ですので、出入国在留管理局での手続きもスムーズに対応いたします。

また、特定技能人材の転籍時にも、建設特定技能受入計画の認定申請は必要です。企業様側の体制整備としても、早めのご相談をおすすめします。

★Regarding the Transfer Procedure for Specified Skilled Workers Engaged in the Construction Industry★

Yesterday, I explained to a client the transfer procedures for construction-related Specified Skilled Worker (SSW) status.

Unlike other SSW fields, this is quite a complicated process.

Essentially, the transferee (applicant) must have the new host company’s Construction SSW Acceptance Plan approved from the Ministry of Health, Labor and Welfare first , and only then can they apply for a Change of Status of Residence (from SSW to SSW—although it’s the same status, but the application is required). Only after receiving this permission can they start working for the new company.

However, since the approval of the Construction SSW Acceptance Plan typically takes 2–3 months, the transferee would otherwise have no income during that period. Therefore, after the Acceptance Plan application is submitted, the applicant temporarily changes their status from SSW to “Designated Activities” (which can be approved in as short as two weeks), allowing them to start working at the new host company. Once the Acceptance Plan is approved, the applicant then changes their status back from Designated Activities to SSW, completing the process.

The number of documents required for these procedures is enormous, of course. I’ve already sent them to the client via email separately.

It’s also important for the transferee to carefully consider the timing of leaving their previous job. If they resign too soon, they could end up with no income for several months. In this regard, it would be helpful if the Registered Support Organization provided appropriate support.

[Notice of Fee Revision from the Immigration Bureau]

Starting from April 1, 2025, the fees required for procedures such as changing residence status and renewing the period of stay will be revised.

However, applications submitted by March 31, 2025, will be subject to the pre-revision fees, even if the approval or issuance occurs on or after April 1.

☆Information to Permanent Resident☆

The government has begun considering amending the law to allow foreigners with permanent resident status to have their residence status revoked if they fail to pay taxes and social insurance premiums.
There are opposing opinions to this government's consideration, and the future outlook is unclear, but even if you are a permanent resident, be careful not to neglect paying taxes, health insurance, pension insurance premiums, etc.

I've been getting a lot of questions about short-term visa extensions recently, so I'll explain.

　　　　　　　Extension of Short-stay Visa

Short-term visas cannot be extended unless there are unavoidable circumstances.
Examples of cases in which an extension may be granted include supporting a sick person or needing to continue caring for an infant etc.

The normal examination time is about one week, but please apply one month before the expiration date of your stay.

If the above applies to your case, please prepare the following documents.

1. Application form
2. Face photo
3. Passport
4. Reason of extension
5. Materials explaining applicant's activities since entering Japan to the present
　（Permits will not be granted if most of the applicant's previous activities have been tourism or travel.）
6. Documents proving that applicant or guarantor can pay for your expenses during your stay and documents proving that applicant or guarantor are able to pay for the means or expenses for leaving the country.

・Guarantor's deposit balance certificate
・Taxation certificate of guarantor
・Applicant's return flight ticket etc.

For Filipinos considering naturalization

In order to become naturalized, Japanese language proficiency at the third grade level of elementary school is required.
There is a Japanese language test when applying.
You cannot apply unless you pass this test.

If you are thinking about naturalization, please study Japanese thoroughly.
