To,
The Hon’ble Returning Officer / High Powered Election Committee,
Bar Council of Rajasthan,
High Court Campus, Jhalamand, Jodhpur, Rajasthan.
Subject: Immediate demand for Live Transparent Vote Counting, Videography, and Public Monitoring of BCR Election-2026.
Respected Sir/Madam,
In a democratic election of advocates, transparency is not optional—it is essential.
The Hon’ble Supreme Court in Swapnil Tripathi v. Supreme Court of India (2018) affirmed that live-streaming and open visibility strengthen public confidence, institutional integrity, and democratic accountability, observing that transparency is the cornerstone of justice and public trust. The principle that “justice must not only be done, but must also be seen to be done” equally applies to Bar Council elections.
Therefore, it is strongly requested that the Bar Council of Rajasthan immediately implement:
• Live telecast / live streaming of complete vote counting
• Continuous videography and audio-video recording
• CCTV surveillance of counting proceedings
• Real-time transparent public display for advocates and candidates
• Preservation of official digital records
Every advocate voter and candidate has a legitimate democratic right to witness fair counting of votes.
Without live transparent counting, doubts, disputes, and suspicion may seriously affect the credibility of the election process.
To protect the sanctity of the Bar, democratic values, and confidence of Rajasthan’s legal fraternity, live vote counting transparency must be ensured without delay.
This is not merely an administrative request—it is a demand for electoral fairness, constitutional morality, and institutional credibility.
Sincerely,
Advocate Sumitra Kumawat
BCR Election Candidate
