Ex-Sgt. Vijaya Kumar Dusadh’s pension was calculated with shorter qualifying service because his boys'/apprentice service before age 17 was not fully counted. As a result, his PPO reflected 19 years, 6 months, and 29 days instead of the correct 20 years and 11 days. This directly impacted his pension and related benefits, despite a Government of India, Ministry of Defence order (31 Oct 2003) clearly stating that such pre-17 service must be counted for pension and gratuity.

𝐖𝐡𝐚𝐭 𝐰𝐚𝐬 𝐭𝐡𝐞 𝐢𝐬𝐬𝐮𝐞?
The veteran, Ex-Corporal (X Group) with 14 years and 11 months of service, was entitled to a basic pension of ₹23,207 under OROP-II. However, this entitlement was not implemented, resulting in unpaid arrears of ₹2,23,420. Further, under OROP-III, his pension was incorrectly reduced to ₹21,833, which is lower than his rightful OROP-II pension—violating the guideline that protects higher pension already drawn. Despite submission of a Non-Payment Certificate (NPC) and multiple follow-ups by PCDA and the bank, no Corrigendum PPO was issued, leaving the discrepancy unresolved.

The case was actively pursued for issuance of a Corrigendum PPO, correction of pension to ₹23,207 as per OROP-II, and release of pending arrears of *₹2,23,420*, ensuring alignment with entitled benefits and preventing further financial loss.
