As per Section 2(7) of Consumer Protection Act, 2019, “Consumer” means any person who:

(i) buys any goods for a consideration(money) which has been paid or promised or partly paid and partly promised, or under any system of deferred payment and includes any user of such goods other than the person who buys such goods for consideration paid or promised or partly paid or partly promised, or under any system of deferred payment, when such use is made with the approval of such person, but does not include a person who obtains such goods for resale or for any commercial purpose; or

(ii) hires or avails of any service for a consideration which has been paid or promised or partly paid and partly promised, or under any system of deferred payment and includes any beneficiary of such service other than the person who hires or avails of the services for consideration paid or promised, or partly paid and partly promised, or under any system of deferred payment, when such services are availed of with the approval of the first mentioned person, but does not include a person who avails of such service for any commercial purpose.

What to do if the Police Station refuses to register the FIR?

If the Police Station refuses to register FIR, substance of the information in writing can be sent by post to the Assistant Commissioner of Police or Deputy Commissioner of Police of the respective zone or Commissioner of Police. If satisfied that the information discloses the commission of a cognizable offence, shall get the FIR registered and investigated.
If the FIR is still not filed, you may file an RTI OR file a complaint to the State Home Ministry, OR file a private complaint with the Magistrate u/s 190 of CrPC OR file a Vigilance/ Anti-Corruption Complaint against the police officers.

A few are ready to fight-and-die to protect our "rights".
But only a few know their #1 Right!
In fact, the main reason we're losing so many rights these days is because too few of you know your #1 Right!
What is this "right" too few of you know?
It is your right to know how to enforce your rights!
Government isn't telling you!
Your tax-supported schools aren't teaching you.
The legal profession is doing a bang up job hiding it from you!
An old adage says, "Ignorance of the law is no excuse," yet neither government nor the legal profession has at any time in the history of the world made any genuine effort to teach the public how justice is secured in courts. Nothing about the rules of evidence. Nothing about the rules of procedure. Nothing about how to use the rules to get Justice! Nothing!
Your rights are nothing but empty promises if you don't know how (or can't afford a lawyer) to enforce them!
Think about it!

Section 138 in The Negotiable Instruments Act, 1881
138. Dishonour of cheque for insufficiency, etc., of funds in the account. Where any cheque drawn by a person on an account maintained by him with a banker for payment of any amount of money to another person from out of that account for the discharge, in whole or in part, of any debt or other liability, is returned by the bank unpaid. either because of the amount of money standing to the credit of that account is insufficient to honour the cheque or that it exceeds the amount arranged to be paid from that account by an agreement made with that bank, such person shall be deemed to have committed an offence and shall, without prejudice. to any other provision of this Act, be punished with imprisonment for a term which may extend to one year, or with fine which may extend to twice the amount of the cheque, or with both: Provided that nothing contained in this section shall apply unless-
(a) the cheque has been, presented to the bank within a period of six months from the date on which it is drawn or within the period of its validity, whichever is earlier;
(b) the payee or the holder in due course. of the cheque as the case may be, makes a demand for the payment of the said amount of money by giving a notice, in writing, to the drawer of the cheque, within fifteen days of the receipt of information by him from the bank regarding the return of the cheque as unpaid; and
(c) the drawer of such cheque fails to make the payment of the said amount of money to the payee or, as the case may be, to the holder in due course of the cheque, within fifteen days of the receipt of the said notice. Explanation.- For the purposes of this section," debt or other liability" means a legally enforceable debt or other liability.

Passed by Indian Parliament in 1983, Indian Penal Code 498A, is a criminal law (not a civil law) which is defined as follows,

“Whoever, being the husband or the relative of the husband of a woman, subjects such woman to cruelty shall be punished with imprisonment for a term which may extend to three years and shall also be liable to fine. The offence is Cognizable, non-compoundable and non-bailable.
