UPI was built to make digital payments simple, accessible and affordable.

Now, the introduction of Merchant Discount Rate (MDR) on specified UPI merchant transactions raises an important question:

Should the success of Digital India come with a new cost burden on businesses?

From September 2026, a 0.4% MDR applies to specified merchant transactions above ₹2,000, subject to the prescribed exemptions and caps. The Government says consumers will not directly pay MDR and that approximately 96% of merchant transactions remain unaffected. (Press Information Bureau⁠)

But even when the customer is not directly charged, MDR is still a cost within the payment ecosystem—and ultimately affects the economics of merchants.

Digital India should mean:
More transactions. Lower costs. Greater inclusion.

Let UPI remain a public digital infrastructure—not another avenue for increasing transaction costs.
