The object sought to be achieved by registering the earliest information FIR is inter alia two fold,
1. That the criminal Process is set in to motion and is well documented from the very start And
2. that the earliest information received in relation to the commission of a cognizable offence is recorded so that there cannot be any embellishment etc.

It is the first step to Access to Justice for a victim. It uphold "Rule of Law" in as much as the ordinary person bringsforth the commission of a cognizable crime in the knowledge of the state. It also facilitates swift investigation and sometimes even prevention of the crime. In both cases, it only effectuates, the regime of the law. It leads to less manipulation in criminal cases and lessons incident of "Antedated" FIR or deliberately delayed FIR.

So the Question thus arises that what is Maharshtra Police hiding behind the didging of FIR. The more time we lose after the crime, in carrying out investigation in correct direction(Bihar Police), the less are the chances that a precise evidence can be gathered. We need a independent investigation as early as possible.
