WHAT IS INSURANCE CAPACITY (ΑΣΦΑΛΙΣΤΙΚΗ ΙΚΑΝΟΤΗΤΑ)?

Insurance capacity is the legal right of residents in Greece to access free public healthcare services. This status entitles individuals to free or reduced-cost medical treatment at healthcare institutions cooperating with the National Organization for Healthcare Services Provision (EOPYY), as well as access to necessary medications.

Requirements for obtaining insurance capacity:
According to Law 4670/2020, certain employment or insurance contribution requirements must be met during the previous calendar year or within the last 12 months. The conditions vary depending on the employment category:
▫️Employees: must have completed at least 50 working days during the previous calendar year or within the last 12 months.
▫️Self-employed individuals: must have at least two (2) months of insurance coverage during the previous calendar year or within the last 12 months. In other words, the required insurance contributions must have been paid.
▫️Agricultural workers paid through the ergosimo system (work voucher): insurance capacity is granted if they have completed at least 150 working days during the previous calendar year or within the last 12 months.

How to check your status?
Through the ATLAS system https://www.atlas.gov.gr/ATLAS/Atlas/Login2.aspx using your TAXISnet credentials.
▫️Ασφαλισμένος — insured (insurance capacity is active)
▫️Ανασφάλιστος — uninsured

How to obtain or renew insurance capacity? If you meet the above conditions but your status appears as uninsured in the system, you need to submit an application for activation or renewal of your Insurance Capacity (Ασφαλιστική Ικανότητα). For this purpose, you should personally visit your local EFKA office.

NEW RESIDENCE PERMIT CATEGORY: “SECOND CHANCE” IN GREECE

⚖️ Under Law No. 5275/2026, Greece has introduced a major reform of its immigration legislation, which also addresses the status of third-country nationals who have lost their legal right to stay in the country.

‼️ One of the most important changes is the introduction of a new residence permit category known as the “Second Chance” permit. This permit is designed for third-country nationals who previously lived legally in Greece for at least five years but later lost their residence status.

It applies to individuals whose residence permit expired and was not renewed, was revoked, or whose renewal application was rejected by the competent administrative authority. These situations must have occurred within one year before the law entered into force, specifically between 6 February 2025 and 6 February 2026.

📌 To obtain the “Second Chance” residence permit, the applicant must meet the following criteria:
▫️ have continuously and lawfully resided in Greece for at least 5 years under a residence permit that has since expired;
▫️ be physically present in Greece at the time of application;
▫️ not have been absent from Greece for more than a total of 6 months between the expiration of the previous residence permit and the submission of the new application;
▫️ not pose a threat to public order or security;
▫️ not be subject to sanctions (a five-year ban on obtaining a residence permit).

RESIDENCE PERMIT FOR DIGITAL NOMADS 💻🇬🇷

Digital nomads are employees of companies who work remotely and can carry out their professional activities from anywhere in the world.
In early 2022, Greece launched a residence permit program for digital nomads. The main advantage of this program is the simplicity of the application process.

📌 Main requirements:
▫️ Proof of employment or self-employment outside Greece, as well as confirmation of stable income sufficient to cover living expenses in the country. The minimum monthly income is set at €3,500 for the main applicant and increases by 20% for a spouse or civil partner and by 15% for each child;
▫️ A long-term rental agreement or a property purchase contract.

⚠️ It is important to note that, starting in 2026, amendments introduced by Law No. 5275/2026 have come into force, regulating the procedure for obtaining a residence permit in Greece for digital nomads.
In particular, the previously available option to apply for a residence permit after entering the country on a short-term visa or visa-free regime has been abolished.
According to the new provisions, foreign nationals intending to obtain a residence permit as digital nomads must first obtain a national entry visa (category D) from the competent consular authority.
Thus, an application for a residence permit is allowed only after entering Greece on the basis of a type D visa of the relevant category.

▪️ The initial residence permit is issued for a period of two years and can be renewed, provided that all legal requirements are met.
▪️ Another key advantage of this residence permit is that it is also available to the applicant’s spouse or civil partner, as well as their minor children under 18 and dependent adult children.

▫️ Salary
In the absence of a written contract, the employee’s rights remain in effect; however, enforcing them in court may be more difficult.

▫️ Social Insurance
All employees must be registered with the e-ΕΦΚΑ, system, which entitles them to:

Working without proper registration is illegal and subject to administrative penalties. An employee has the right to report a violation to the Greek Labour Inspectorate (SEPE).

📄 Despite the abundance of information available online, it is important to know that acquiring citizenship in Greece is possible only through specific methods outlined by Greek legislation, depending on your circumstances and connections to Greece.

🔎 One of the lawful ways to obtain Greek citizenship is through the naturalization process.

🏛️ Naturalization is the process of acquiring citizenship based on the voluntary desire of the applicant and their compliance with a set of conditions. One of the key requirements is prolonged legal residence in the country. Depending on the category of your residence permit, the required duration can be: ✅ 3 years; ✅ 7 years; ✅ 12 years.

Additionally, the following conditions must be met for naturalization:
✔️ Proficiency in the Greek language at a level sufficient to fulfill the duties of a Greek citizen;
✔️ Knowledge of Greek history, geography, and culture;
✔️ Integration into the economic and social life of the country;
✔️ No criminal convictions.

SHORT-TERM PROPERTY RENTALS: CURRENT RULES IN 2026

Since 2025, new regulations governing short-term property rentals have been in effect in Greece. These rules require mandatory registration of properties in the relevant Registry and impose restrictions on rentals in certain areas. These provisions remain in force until December 31, 2026.

💡 What you need to know: Registration in the Short-Term Rental Registry is not permitted in certain districts of Athens at least until the end of 2026.

Athens districts subject to restrictions:
▫️ 1st Municipal District: Plaka, Kolonaki, Koukaki, Syntagma, Omonia, Monastiraki, Exarchia, Ilisia, Neapolis.
▫️ 2nd Municipal District: Mets, Neos Kosmos, Agios Artemios, Pagrati.
▫️ 3rd Municipal District: Votanikos, Metaxourgio, Gazi, Petralona, Rouf.

⚠️ Penalties for violations:
* 50% of the income from illegal rentals, with a minimum fine of €20,000.
* In case of repeated violations, the fine may reach 100% of the income, with a minimum of €40,000.

Before offering your property for short-term rental, ensure that it is properly registered in the Short-Term Rental Registry and is not located in a restricted district.
