Compliance or Evasion? An Assessment of Tribal Sovereignty in the United States on the Tenth (10th) Anniversary of the UN Declaration on the Rights of Indigenous Peoples
On September 13, 2007, the UN General Assembly adopted the Declaration on the Rights of Indigenous Peoples. The United States initially voted against the resolution but ultimately signaled its acceptance (with conditions) in 2010. This talk will provide an assessment of the state of tribal sovereignty in the US in the modern era, with the Declaration serving as an important touchstone. The talk also takes account of the fact that in 2020, the US will mark the half-century mark of its policy of tribal self-determination. As the title for this talk suggests, there is room for debate as to whether the US is meeting Indigenous expectations for their collective rights of self-determination.
