الحق في الصحة وحياة النساء لا يجزأ
تتابِع المؤسسات والمبادرات ببالغ الأسف والاستنكار البيان الصادر مؤخرًا عن مؤسسة "بهية"، والذي تنصلت فيه من تقديم الرعاية الطبية والعلاجية المجانية للنساء غير المصريات، واشترطت علاجهم عبر "قسم اقتصادي منفصل وبمقابل نفقة الجهات الرسمية"، مبررة ذلك بتخصيص التبرعات للحق الحصري للسيدات المصريات فقط.
إننا كمؤسسات ومبادرات بحكم عملنا المباشر في الدفاع عن حقوق النساء وحمايتهن، نرى أن هذا الطرح لا يمثل مجرد إجراء تنظيمي أو إداري، بل يعكس خطابًا مقلقًا يرسخ للتمييز وازدواجية المعايير في تقديم الخدمة الطبية والإنسانية.
وبناءً عليه، نؤكد على النقاط التالية:
السرطان لا يفرق بين جنسية وأخرى: إن المرض والخطر على الحياة لا يعرفان حدودًا أو وثائق سفر. تسقيع الخدمات الطبية وحرمانهن منها بناءً على الجنسية أو صفة اللجوء يضرب في مقتل جوهر العمل الأهلي والإنساني الذي أُسست من أجله منظمات المجتمع المدني.
التضليل والوصم: إن صياغة التبرعات وكأنها "حق للمواطنات فقط" تساهم في إذكاء خطابات الكراهية والتحريض ضد اللاجئات والنساء المستضعفات اللاتي فررن من الحروب والنزاعات، متجاهلة أن التضامن الإنساني قائم على مبادئ العدالة الشاملة وعدم التمييز.
المواثيق الدولية والالتزام الإنساني: نذكّر كافة المؤسسات الصحية والتنموية بأن الحق في الصحة هو حق أساسي من حقوق الإنسان مكفول في الإعلان العالمي لحقوق الإنسان وكافة المواثيق الدولية، ولا يجوز تحويل المؤسسات الخيلية إلى أدوات للإقصاء الاجتماعي أو المالي للمستضعفات.
إن النساء اللاجئات لسْنَ عبئًا ولا فئة ثانوية تُعالج بـ "القطعة" أو عبر أقسام اقتصادية تتطلب تمويلات خاصة كشرط للحياة، بل هن نساء يواجهن ظروفًا قاسية ويستحققن الدعم الكامل والعلاج العادل دون تقليل من كرامتهن.
نطالب إدارة "بهية" وكافة المؤسسات العاملة في القطاع الصحي بضرورة مراجعة هذه السياسات، والالتزام بالمعايير الأخلاقية والإنسانية التي تضع حياة المرأة وصحتها فوق أي اعتبارات أخرى.

The Right to Health and Women's Lives Are Indivisible
The undersigned institutions and initiatives follow with deep regret and condemnation the statement recently issued by "Baheya" Foundation, in which it disclaimed the provision of free medical care and treatment for non-Egyptian women, making their treatment conditional upon an "isolated economic department paid for by official authorities," under the justification of reserving donations exclusively for Egyptian women.
As institutions and initiatives directly engaged in defending and protecting women's rights, we view this stance not merely as an administrative or organizational procedure, but rather as a deeply concerning narrative that reinforces discrimination and double standards in delivering medical and humanitarian services.
Accordingly, we emphasize the following points:
Cancer Does Not Discriminate Based on Nationality: Illness and life-threatening conditions know no borders or travel documents. Restricting or denying medical services based on nationality or refugee status severely undermines the core essence of civil society and humanitarian work for which civil organizations were established.
Misleading Narratives and Stigmatization: Framing donations as an "exclusive right for female citizens only" fuels hate speech and incitement against female refugees and vulnerable women fleeing wars and conflicts. It disregards the fact that human solidarity is fundamentally built on universal justice and non-discrimination.
International Conventions and Humanitarian Commitment: We remind all health and development institutions that the Right to Health is a fundamental human right guaranteed under the Universal Declaration of Human Rights and all international conventions. Charitable institutions must not be turned into instruments of social or financial exclusion against vulnerable women.
Refugee women are neither a burden nor a secondary category to be treated on a "piecemeal" basis or through economic units requiring specific external funding as a prerequisite for survival. They are women facing harsh circumstances who deserve complete support and fair medical treatment without compromising their dignity.
We call upon the management of "Baheya" Foundation and all institutions operating within the healthcare sector to urgently review these policies and strictly adhere to ethical and humanitarian standards that prioritize women's lives and health above any other considerations.
