Recent Update on the Home Care Worker Immigration Pilot:
In case you are not yet aware, IRCC recently announced that the new "Home Care Worker Immigration Pilots will open on March 31, 2025" and that they "will provide more details shortly."
Unfortunately, we don't know what those details are or when they will finally be released.
Meanwhile, we can only rely on the following information gathered from IRCC's news release on 3 June 2024:
1. "The new pilot programs will provide home care workers with permanent residence (PR) on arrival in Canada." - Therefore, this application will be available to all who qualify, including those from outside of Canada. If you are in Canada as a temporary resident, you may still have to find a way to ensure that you will maintain valid temporary resident status while awaiting the PR application to be finalized. It is unclear whether the caregiver PR applicant will qualify for some kind of a work permit that will bridge the gap between their current status and the grant of permanent residency.
2. The caregivers "will also be allowed to work for organizations that provide temporary or part¬time care for people who are semi-independent or recovering from an injury or illness." - This may mean that the job offer can be from an organizational setting (e.g. seniors' home or rehabilitation facility) instead of being limited to job offers to work as an in-home caregiver. On the other hand, this may also mean that only those granted PR status under the new Home Care Worker program will be granted this flexibility (consistent with the rights of PRs in Canada).
3. The eligibility criteria under these new pilot programs are as follows:
• minimum CLB level 4 in an official language test
• hold the equivalent of a Canadian high school diploma
• have recent and relevant work experience
• receive an offer for a full-time home care job
Knowing these eligibility criteria, it appears that potential applicants should at least have the following documents ready by the time that the new caregiver pilot programs are opened (instead of waiting to obtain them at the last minute, which may be too late):
a. A valid English or French language test with a minimum score of CLB 4 in all abilities (speaking, reading, writing and listening)
and
b. A valid education credential assessment (ECA) showing that your foreign education is equivalent to a Canadian high school diploma or higher
Since IRCC has not released the full implementing details, we still don't know exactly how all the requirements will be assessed or how much flexibility will be given in terms of meeting them.
Lastly, due to the very limited slots allocated under the IRCC's immigration levels plan for economic immigration pilots (between 6,000 to 14,800 for 2025, which includes not only the current and past caregiver programs, but also the agri-food, community immigration and economic mobility pathways pilots), it is expected that there will again be a race to file once the new Home Care Worker Pilot programs are opened. Hence, the sooner you can prepare, the better.
