Police refuse to take FIR on R**e

The President, Secretary General and Members of the National Committee of the Bangladesh Society for the Enforcement of Human Rights - BSEHR have expressed their severe concern at the increase in violence against women and children, especially r**e especially of young girls of tender age by pedophiles and other sexually oriented violence and the apathy of the police to accept cases from the survivors or their families without media and /or public pressure or until the violence leads to death! BSEHR is equally concerned to read of 'voluntary' confessions by suspects immediately after being taken into custody by the law enforcing agencies.

Today (28.05.17)'a Daily New Age contains news of a father and daughter committing su***de apparently due to the reluctance of the police to entertain the case of r**e against his eight year old daughter a month back. Not being able to obtain justice for his daughter, he felt he had no other option but to take his and his daughter's lives. Here again the third concern being the control by the staid thought process of societal norms!

BSEHR calls upon the Government of the People's Republic of Bangladesh to take immediate strong disciplinary steps against the errant Police and other law enforcers including initiating criminal action under sections 34 and 109 of the Penal Code and for violating other relevant laws such as The Police Regulations, Police Act, Dhaka Metropolitan Police Ordinance etc. as well as to make errant law enforcers to pay adequate compensation to the bereaved families including bear the educational costs for victim's siblings or dependents so as to assist the families, especially low income families to improve themselves financially.

We also call upon the authorities to release the details of the steps taken by it in redeeming the affected families.

We further request the Ministries of Social Welfare and Women and Children to take immediate steps on a very urgent and priority basis, either through their own Organizations or through NGOs, to educate and change the mindset of society so that the public do not view a survivor of violence is the guilty person.

রুমেল চাকমা নিহতের ঘটনার উদ্বেগ প্রকাশ করেছে বাংলাদেশ মানবাধিকার বাস্তবায়ন সংস্থা: সুষ্ঠু তদন্তের দাবী

আইন শৃঙ্খলা বাহিনীর নির্যাতনে রাঙ্গামাটিতে রুমেল চাকমা নামে এক যুবকের মৃত্যুর অভিযোগ উঠেছে। এ নিয়ে আজ এক বিবৃতিতে গভীর উদ্বেগ প্রকাশ করেছে দেশের অন্যতম মানবাধিকার সংগঠন বাংলাদেশ মানবাধিকার বাস্তবায়ন সংস্থা ।

রুমেলের পরিবারের বক্তব্য মতে, এপ্রিলের ৫ তারিখ রুমেলকে স্থানীয় সেনা ক্যাম্পে ডেকে নিয়ে যাওয়া হয়। রাত ১২ টার দিকে তাকে মুমূর্ষ অবস্থায় হাসপাতালে স্থানান্তরিত করা হয়। চিকিৎসাধীন থাকা অবস্থায় গত ১৯ এপ্রিল সে মৃত্যুবরন করে। পরিবারের বক্তব্য অনুযায়ী আইন শৃঙ্খলা বাহিনীর নির্যাতনেই মৃত্যৃ হয়েছে রুমেল চাকমার।

বাংলাদেশ মানবাধিকার বাস্তবায়ন সংস্থা মনে করে, দেশের প্রতিটি নাগরিকের নিরাপত্তার দায়িত্ব নিয়োজিত রয়েছে আইন শৃঙ্খলা বাহিনীর হাতে। কোন কারনে যদি তাদের উপরই নিরীহ জনগন হত্যার অভিযোগ ওঠে তাহলে নিরাপত্তা বাহিনীর উপর আস্থা হারাতে পারে সাধারন জনগণ। তাছাড়া আইনশৃঙ্খলা বাহিনীর ইমেজও বিনষ্ট হতে পারে। অতি স্বত্তর রুমেল নিহতের ঘটনার সুষ্ঠু তদন্ত দাবী করে দোষীদের দৃষ্টান্তমূলক শাস্তির দাবী জানাচ্ছে বাংলাদেশ মানবাধিকার বাস্তবায়ন সংস্থা।
