Strangulation is never “just another assault.” It is a serious indicator of escalating
violence and one of the strongest predictors of future intimate partner homicide.
Even when there are no visible injuries, the risk can be life-threatening.
In Victoria, the Crimes Amendment (Non-Fatal Strangulation) Act 2023 introduced a standalone criminal offence, which commenced on 13 October 2024.
This legislative change recognises what frontline practitioners have long understood: non-fatal strangulation must be taken seriously, with appropriate risk assessment and urgent attention to victim-survivor safety.
At DFV Lawyers, we continue to advocate for evidence-based risk assessment, trauma-informed practice, and strong legal protections for victim-survivors across Victoria.
Strangulation is a warning sign. It must never be minimised.
