The formal recognition of Traditional Owner rights and responsibilities for cultural heritage in Australia is a highly complex issue. Across the country, there are 13 primary pieces of legislation that govern cultural heritage, with many others intersecting with these laws, particularly in areas such as offshore environments. The challenge lies in understanding how these various laws interact, what protections they afford Traditional Owners, and where gaps exist.
