📌UAE TO LAUNCH ITS ELECTRONIC INVOICING SYSTEM IN 2026

An e-invoice is a structured form of invoice data that is issued and exchanged electronically between a supplier and a buyer and reported electronically to the UAE Federal Tax Authority. It is important to note that unstructured invoice formats such as pdf, word document, images, scanned copies and emails are not e-invoices. The UAE has been in the process of launching the e-invoicing system for the past couple of years. The VAT law of 2024 had set out the legal framework for an e-invoicing system, a valid issuing document and input tax recovery. The UAE Ministry of Finance (M*F) issued ministerial decisions in 2025 for the effective implementation of the e-invoicing system. From 2026, companies will begin shifting from paper and PDF invoices to a national electronic invoicing system. By 2027, e-invoicing will be mandatory for most VAT-registered businesses.

In October last year, the UAE’s Ministry of Finance issued Federal Decree Law no. 16 and Federal Decree Law no. 17 (for tax procedures) amending the VAT law and Tax Procedure Law of the country. The changes came into effect on 1st January 2026.

📌UAE CIVIL TRANSACTIONS LAW 2025

On December 30, 2025, the United Arab Emirates promulgated Federal Decree-Law No. 25 of 2025, issuing a comprehensive new Civil Transactions Law that will take effect on June 1, 2026. The legislation is one of the most significant overhauls of the UAE’s civil law framework. The earlier law, i.e., Civil Transactions Law (Federal Law No. 5 of 1985), was enacted forty years ago and shall stand repealed once the new law comes into effect.

📌ADGM NOTIFIES DATA PROTECTION REGULATIONS (SUBSTANTIAL PUBLIC INTEREST CONDITIONS) RULES 2025

The Abu Dhabi Global Market introduced its Data Protection Regulations in 2021. The Regulations had prohibited the processing of special categories of Personal Data which related to:

• Personal Data revealing racial or ethnic origin, political opinions, religious or philosophical beliefs,
• Genetic Data, Biometric Data for the purpose of uniquely identifying a natural person, Data Concerning Health, or data concerning a natural person's s*x life or s*xual orientation; and
• Personal Data relating to criminal convictions and offences or related security measures.
